Add an introduction or description field to the suggestion board

The introduction field should be displayed at the top of the suggestion board, and this can be used as an introduction, or explanation about what the board is being used for.
eg. "This board has been created to discuss the possible options for sending man to space without using fuel. Please vote on which you think we should try."

Then the suggestion "Get sucked up in a tornado" makes perfect sense.
