Subscribe to page change notifications (Email)

Let users subscribe to a page change notification event, preferable being sent out via email.
This should be an admin option, so he can decide if he wants this feature for his wiki or not.
Ideally this feature would be available to logged in users only, as deki knows about his email address already.
